Remove 0.17 config from `ci/axis` files now that code freeze has hit and we're on separate branches prior to release
XGBoost version is based on rapids minor version
Enables uploads for other pkgs while we get the foundation pkgs out
Follows #190

Applies patch to branch-0.18
ENH Remove 0.17 from branch-0.18
Also add `asvdb` as it is needed by `rapids-pytest-benchmark` but only in the `rapidsai` channel
Without the channel specified the channel pins do not work; removing them and uploading asvdb to the `rapidsai-nightly` channel to fix the failing builds
